I am authoring a guide, and attempting to add a video to a step. Whenever I try to import a video, the application does a hard crash and exit.
I have tried several video formats (.mov .mp4 .avi .wmv) and all crash the application on import. The video is short (7 seconds) and I have tried both 1080 and 720P.
Any insight would be greatly appreciated.

I tried importing the said video and everything was done successfully.
You need to try it once again.

I tried importing the video you sent above with the PC app, and was able to upload it successfully. This might perhaps be an issue with your OS or D365 version. Would you mind please creating a support ticket at the link below, so we can look into this deeper?
