Is there a way to have email notifications sent out when a new activity is created on a lead?

Sure. Use workflows to do that. Just trigger the workflow on create of a new Activity, check the "regarding" status for a Lead, and then send the email if the Activity is on a lead.
Note, you will have to have Server Side Sync or the Email Router set up for Dynamics CRM before it can actually send mail.

Yes you can do this using workflow easily.

On the Create of the Activity run a workflow to send out email. Before sending out email check the Regarding field / To field whether it is a Lead or not.

You will need to create multiple workflows for e.g. Separate for Email, Phone Call, Task, Appointments, Service Activity etc.
Go to settings>>Processes>>New>>Create a workflow as below:

Step 1-Check condition-if Regarding Lead contains data
Step 2- Send Email (Configure email form accordingly)

As others have mentioned, this is easy to do in a workflow.
As no-one seems to have mentioned, this is a really bad idea and users will either hate it or just ignore it. If I create three activities against the same Lead, how are you going to manage those notifications? Send three emails out to a user?
Instead of thinking in terms of old-fashioned ways to let users know what is going on, think of how to leverage CRM better. For example you could easily create a view of Leads that have activities created in the last 24 hours, or week or whatever period is suitable, and put this view on a Dashboard. From that view, users can easily see which Leads are "current" and directly open a Lead to work on it or see more details of the activity(ies).

Adam makes a very good point. I've used email notification as a bridge to get users comfortable to thinking about CRM, but email notifications of this type get annoying really fast. If you're going to do it, make sure you set it up in a way you can easily disable the workflow the moment it no longer is a useful way for people to do work in Dynamics CRM.
I think another option would be you can create summary report and send that summary report once a day or once a week to user..
So that user will not ignore emails.
