is there any requirement document for AX2012 R3 CU13?
whether AX2012 R3 CU13 compatible with Windows server 2019 OS?
It would be helpful if any one could share the requirement document.

Please check the system requirements for AX 2012 here.
On the supported OS it says that the latest supported Windows Server version is Windows Server 2016. Hence, it is not compatible with Windows Server 2019.
It is 2017 document, OS 2019 was not released at that time, is there any latest document ?
This is the latest (and final) document regarding AX 2012 R3 system requirements.
As mentioned in the system requirements document:
And the latest supported Windows Server version is Windows Server 2016.
2019 will not be supported.
