Error restoring SSRS encryption key with Dynamics 365 F&O Vr 10.0.38 – version compatibility issue

Hi everyone,

Just wanted to share a solution I found after struggling with SSRS integration in a Dynamics 365 Finance and Operations (on-premises) deployment.

🔍 Problem:

When running RunReportsSetup or configuring SSRS, the process fails with an error during the encryption key restore step.

You may see errors like:

Microsoft.ReportingServices.WmiProvider.WMIProviderException: The type initializer for 'Microsoft.Data.SqlClient.SqlAuthenticationProviderManager' threw an exception.

or

Failed to delete the encrypted content in the report server database.
Unable
to back up the SQL Server Reporting Services encryption key. The operation failed with error code 2148734260.

🧪 Root cause:

The issue is caused by a version incompatibility with SSRS 2019. Specifically:

  • SSRS 15.0.1104.39 (May 2025 CU) is not compatible with key restore/backup in D365 F&O setup.

  • SSRS 15.0.1102.1047 (February 2023 CU) works perfectly.

  •

✅ Solution:

Uninstall the current SSRS version and reinstall SSRS 15.0.1102.1047. After that, the key restoration and full setup complete successfully.

💡 Tip: Keep a backup of that specific SSRS installer, as Microsoft only publishes the latest version.

Hope this helps someone avoid hours of debugging. If anyone needs the exact build number or wants to verify the version, you can check in Reporting Services Configuration Manager or the Program Files path.

Let me know if I can help further!

We can confirm that Dynamics 365 Finance and Operations (on-premises) version 10.0.38 encounters encryption key restore failures during SSRS configuration when using SSRS 2019 CU May 2025 (Build 15.0.1104.39). The issue arises due to a version-level incompatibility impacting key backup/restore operations.
✔️ Reverting to SSRS 2019 CU February 2023 (Build 15.0.1102.1047) resolves the problem and allows the RunReportsSetup task to complete successfully.
    🔧 Recommended Action:
    • Uninstall the incompatible SSRS version.
    • Reinstall the compatible CU (Feb 2023).
    • Re-run the SSRS setup step (RunReportsSetup.ps1).
🔎 Version can be verified using:
    • Reporting Services Configuration Manager
    • Or by checking the ReportingServicesService.exe file properties
📌 Note: Always keep a local copy of known-good SSRS CU installers, as only the latest versions are available from Microsoft.
Thanks again for bringing visibility to this — it will certainly save others valuable time during on-prem deployments and upgrades.
