If it possible to plan FTE budget in Business Central ?

Do you mean from G/L standpoint or for MFG purposes? For G/L my assumption is you have a different G/L for employee that you can break the budget between them.
I have uploaded GL wages budget, but I want to add to the budget reporting also count of employees we planned to have in evert cost center
The closest idea that I saw is Statistical Accounts. Do you mean something like this?
