Is it Possible to add a new button under the case tab.

1. Is it possible to add a new section below the list of cases for an account, as seen in this screenshot?
To get to the screen in screenshot, follow this path:
Click on Accounts > Select All Accounts > Click on an account > Click on Related options > Select Cases > Click on Associated Case View > Select All Cases.
 
2.Is it possible to add a “+New “ Button at Top of the Cases Tab.
 
I tried exploring I was unable figure out how to achieve that. someone  please help me out if this is possible.
