Case Creation Rule for Email to Case not working if email is not a contact record

I have a case creation rule that should create cases from every email that comes in.

I also selected the option: "Create records for email from unknown senders"

However unless the email is associated to an existing contact, it is not creating a case.   Does anyone know why and what can be done to fix this?
