1. Microsoft is still selling Nav 2017 or 2018 on-premise licenses through any channel.?

2. Can existing customers still be using NAV 2018?

3. If not can you please provide me any official information/article where MS has mentioned that they have stopped selling Nav 2017 or 2018 on-premise licenses

4. Is there any other alternative for Nav 2017 or 2018 products and any options for perpetual licensing and subscription licensing?

It is no longer supported:

Dynamics NAV 2018 - Microsoft Lifecycle | Microsoft Learn

Fixed Lifecycle Policy - Microsoft Lifecycle | Microsoft Learn

I'm not sure if partner are still allowed to sell NAV2018 licenses, but it's for sure not supported anymore.

My recommendation is to upgrade asap to the latest BC version.
