You can try adding iframe in dashboard and then write on own message through script + html.

it is workaround solution please see below:-
There is one possible solution. If you create a custom HTML page, add it to the sitemap and set it to be each users home page, there you could control what actions each user must undertake when logging in and keep a track of each users login if need be.

You can try this GO to
Main -> Settings -> Administration..Goto System Settings -> General
Under General Tab, Find Set whether users see welcome screen option
Click on Yes and OK.
Close browser and open CRM to check this.
