cannot add Sub Model to Budget Model

I recently created a budget model for testing, and posted some budget register entries.  Now I want to test using a sub model with this original model, but the sub model add/remove buttons are greyed out.  These buttons are available for all my other budget models, so I can't see why this one is any different.  any ideas why I can't add a sub model?  I know I have to create the sub as a model in it's own right before I can add it as a sub of another.

anyone seen this before?  using 2012 R3.
