Avalara Tax - Tax code NT on order line item

Good afternoon, 

I have ran into a problem while invoicing where a line item has a tax code as NT, but it should be taxed. So there for it is not calculating Tax. We use Avalara for our Sales tax software with our GP dynamics. I have compared this line item to another one that has been set up exactly the same and one will calculate tax with an actual code listed in the tax code option, but this one wont.
