Dual Right, License On Cloud Deploy On Prem

I have a customer that is considering deploy D365 BC 100% onprem or should they go with BC on cloud then use Dual Right to Deploy Onprem, cuz they have plan to move to cloud next 2-3 years.

There are 2 questions:

1. If BC On Cloud use Dual Right, how to generate key to deploy On-Prem, how does it work?

2. If they choose on On-Cloud (deploy On-prem), do they need to purchase license for tables, objects, code units to customize system? if yes, how much will it cost?
