If something goes wrong on Microsoft's Azure Server then probably we face this issue.
Also, Every Azure Web App has one threshold limit, and that limit is basically the number of failure attempt to access the Portal. By default it's value set to 5. If it exceed in particular interval of time. Azure automatically stop that webapp and start after few seconds. During this interval if someone's try to access the portal, He/she might get server Runtime Error message.
This is the one case I am assuming, But it might be some other cases too which being caused of this problem.

Restarting did not help this time.
And that is what I meant, how can I know what the cause of the failure is ?
Today it works again, so we can continue, but for the future I would like to know how to diagnose this issue.
Try restarting your portal in Office Admin center. Possibly that will help.
