I created a background workflow that should send an email using a template but when setting the properties, there is no option for TO.
Send email NOT from template works and other environments seem to have this option. Have MS removed this option from the sales app?

I tried from my end but i can see the To CC and BCC field enabled. If still not working try logging Ticket to MS to fix the same.
