Trying to Give a User Access to Customer/Vendor Transactions

I'm having a hard time figuring out how to give a user access to Customer/Vendor Transactions on the Sales tab.

Help???

    Also, the User is getting the error "Your previous transaction-level posting session has not finished processing. Please allow time for it to fnish. If you believe it has failed, log out of Microsoft Dynamics GP and log back in to recover transactions."

    The user has logged out several times and is still getting the error.
