We are in the process of licensing our ISV, and we are following Microsoft documentation (Independent software vendor (ISV) licensing - Finance & Operations | Dynamics 365 | Microsoft Learn).
In this article Microsoft requirements is the have the certificate in two formats (PFX & CER), and since May 2023, a new issuance guideline by CA/B Forum that all the code signing certificates are now being issued in an HSM Hardware Token, deprecating the issuance of the certificate as a digital file. So, it would not be able to extract the Key and Certificate file from the Token and generate a PFX file.

My question here is have the certificate in CER format and add it to the ISV Package is enough, if not what is the solution for this?
