Yes, I would like to make one of the books read only for most users. I would like to be able to grant full privileges to the 'owner' and leave all others to review/read only.

You could accomplish this with Modifier/VBA. Do you want to make it read only to only selected users? What are you trying to accomplish - we may be able to give you a better answer with more information about your goal.
