GP 2010 Launch Utilties as non-Admin Stuck in Loop

We just applied the GP 2011 Payroll tax update and went through the normal process of launching utilties on all workstations. We do have one remote users who comes in via RDP directly to the server. Whenever this user logs in using their domain credentials they are stuck in a loop asking to launch GP utilties. Running as domain admin does not have this problem. This user has read/write access to the GP 2010 program folder as well as the Microsoft Common Files folder. In the DEX.INI file SYNCHRONIZE is set to FALSE. Has anyone else seen this behavior and how do I correct it?
