Use Cost Category or Labor Rate for Indirect Activities and Absence Codes - Time and Attendance

My company is preparing to use PFE to record all time against production order jobs. We have setup indirect activities and absence codes so that employees can register time to those activities and have the time post to general accounts as opposed to posting to the production order. 
 
After getting these activities and absence codes setup, it seems there is no way to carry over a labor rate from a resource/worker so that the cost of that registration is "dynamic". 
The snip below is directly from the D365 documentation suggesting that a fixed cost must be assigned directly to the indirect activity. This seems like a huge miss as the cost of the absence or activity would be directly related to the worker registering the time. 
 
Has anyone come up with a way to register this time with a cost that is based on the worker? I have attempted to setup a pay agreement that is assigned to the profile and assigned labor rates to the underlying pay types and workers but this labor rate does not look to pull through. 
 
I have tried to layout most of the setups in the screenshots below. Any advice or suggestions are appreciated!

    • Check if the pay agreement is linked to the indirect activity or absence code in the setup. If not, the system may default to the fixed cost.
    2. Explore Cost Categories
    • Cost categories can be used to define labor rates dynamically based on the resource or worker. Assign cost categories to the worker's profile and ensure they are linked to the indirect activity or absence code.

    3. Customization Options
    • If the out-of-the-box functionality does not support dynamic labor rates for indirect activities, consider customizing the system:
      • Develop a custom workflow or plugin to pull labor rates from the worker's profile and apply them to the indirect activity or absence code.
      • Use Power Automate to calculate and update costs dynamically during time registration.
    4. Test with Manufacturing Execution
    • If you're using Manufacturing Execution alongside Time and Attendance, test whether labor rates are applied correctly when registering time against production jobs. This can help identify discrepancies in the setup.
