Workflow not flow for users whome have general journal screen role

I want to ask if there is a specific roles related to the workflow in order to assign to users.
As the normal roles not go on workflow as item assign to users
And if I give the user system administrator the workflow go and assigned normally 
 
Although the screen which have the workflow is from the user role and responsibilities..
 
Can anyone help?

    Regarding the security roles and assignment of workflows you mentioned
     
    Here is an article on workflow security architecture that may address your question.

    However, this article is specific to the Dynamics 365 FO product. If you are using another Dynamics 365 product, some of the information in the article may not be relevant to the product you are using.
     
    It is also very important that if you are using Workflow that involves certain entities, your security role must have the relevant permissions to those entities. Otherwise, the workflow may not execute properly.
