Create work for on stock quantity when release load to warehouse

Hello!
 
I have a problem in D365:FO at one customer with releasing load to warehouse that's confusing me and I hope someone can help me with whats going on.
 
Problem:
When I release a load from the Outbound planning workbench, I want the system to create work for the quantity that is on stock.
But when I release the load it will only create work if the full quantity is on stock, else it will fail.
In another customers system, the system will create work for the quantity thats is on stock and give an error saying /Shipment was not fully allocated/.
But I can't find any setting that's different bw
 
 
Example:
Sales order: Item A1 10pcs (On-hand stock 5pcs)
When i create and release a load from the Outbound Load Planning Workbench I get an error for /Failed to reserve..../
 
 
If I do the same thing in the other system, I get the following message instead. And the work is created for the quntity that is on stock.
 
 
 
I have compared settings in the wave template, warehouse, warehouse paramters, work template, fullfillment policy and more, but can't figure out why I got different behavior.
 
Does anyone have a idea of whats going on?

    As for the message, You can check If the quantity exceeds the allowed overdelivery percentage.

    Hi Andreas,
     
    Kindly check for the "Reservation", Is it set as Manual or Automatic . If Manual then set it for Automatic.
