Pegged supply orders do not consider on hand inventory. If you have available physical , and a BOM line of type pegged supply, then you'll still get a pegged order.
Pegged Supply is a line type in the BOM only creates marking relationships between production orders, at a later time than when using Master Planning. The same result is achieved by firming planned production orders with the marking either set to ‘standard' or to ‘extended'. Which might suit you better.
Are you trying to stop reservation of the pegged item because it is needed for its parent BOM? or to stop reservation of the components that are needed to make up the pegged item?
