permissions to make "flow" button appear - security role

Hello, 

we are on crm 9.12 on premise and are just now testing model driven apps. 

We have a scenario where if a user is in the "System Admin" role, they can see the "flow" button appear on all entity grids and forms.   If I remove that user from the "System Admin" role and place them in what was their user role pre 9.12 migration (8.2) the  flow button does not appear. 

What specific role permission causes the "flow" button to appear/disappear in 9.12 for a model driven app.  I know this is security role related since if I place the user in/out of the System Admin role the button appears/disappears.  It's not ribbon workbench related. 

I'm combing through permissions one at a time and not having much luck.

    There's a Run Flows privilege at the bottom of the Customziations tab that should do the trick.
