Installing Customer Insights Journeys taking a long time

I am installing our IUR Customer insights journeys.  The App is now visible, but I get a message Your installation includes the solutions, but not the services, required by the Marketing app. Please contact your admin and ask them to fix this issue by running the Marketing setup wizard as described here: https://go.microsoft.com/fwlink/p/?linkid=2100551
 
The link does not appear to discuss the set up wizard.
 
Aide from that the App seems to be still installing on the Customer Insights Provisioning page and the link to install Customer Insights data is greyed out.
 
Do I just have to wait?
What other services do I need ?
