The on-hand and forecast are not linked. The reduction principle on the master plan settings is set to none, so it will take all quantity into account. You can learn more about forecast reduction in the documentation and Lachlan created a video with explanaition:

On hand stock of item SS017P01 : 170 445 (nettable and not expired)
The supply forecast : with selection of activated formula
When performing the above sypply schedule, planned orders are :
Qty in plan is exactly the forecast one, no consideration of stock
and pegging section in the prod planned order is empty :

Can you also provide information about the current active inventory transactions + on-hand and the forecast? On the planned production order, what is the information related to the 'Pegging details'?

With entry of supply forecast/warehouse, then master scheduling calculation, the result is production planned orders for qty = supply forecast qty (and respective raw materials on panned purchase orders), even the finished good is existing in stock within good shelf life dates.

The master planning has a lot of settings which can influence this behavior. Can you provide what exact settings you have in the parameters, master planning and coverage groups?
