Service Account Disabled in Sandbox

We are trying to move workflow ownership over to a service account from individuals in the organization.  We've created the service in Office Admin and assigned the role of admin in our sandbox. I successfully transferred ownership over to this user for multiple workflows.  But now the user is disabled and I'm unable to assign any other workflows to this service account or activate any workflows using it.

Is it a limitation of service accounts/users that they cant be used in the sandbox?
