SLA Business Hours and Activities Tab Hours

Hope you are all fine. Need your assistance guys 

i have created one SLA and in that SLA i have created business hour record which follows 11AM to 8PM and i am showing all the records in a dashboard component view and what if i set the user setting from 8AM to 5 PM as you can see in below attached pic . will it create any problem to user or not cause one of our user has reported that he is seeing record after one hour

Point to note:
Business hour record following same time zone
and user personal setting time zone is same too but only difference is start and end time
