CASE record is being shared with user who created it, why?

Hello,

I've encountered some strange behavior that only occurs in my production environment. It does not occur in DEV or STAGING. Basically, when a record is created or assigned to a new user, that user is given full access by means of "SHARING". The security roles that have been created only allow read-only access when the user is not the current owner.

Any ideas on what may be causing this automatic sharing?

Under system settings there is an option to share record with original owner before reassigning. This was checked.
