We recently installed Microsoft Nav roll tailored client. I am wondering if there is a template that can be customized to document the procedures for the end user

Have you searched on PartnerSource / CustomerSource? I'd recommend starting with those sites as there are many Dynamics NAV training resources available that you could use as a starting point.

There is no finished template available for you, because each NAV database looks different.
In order to create your own document, you could use a free tool which is part of Windows 7 and higher: Problem Steps Recorder.
Or use the PartnerSource or CustomerSource to search for documents that are called "Hands-On Labs". They have been created by Microsoft and show you, how such a document could look like.
