Chart Pane control -- is there a way to turn off charts for a given user persistently?

Is there a way to turn off charts so even the chart pane strip does not show in views and do it persistently across all entities and sessions?  I know you can turn off the chart pane for a given entity, but the chart pane returns the next time a user signs in.   I have users that want it gone from all entities all the time.  Is there a master control someplace?

    Unfortunately there isn't a setting you can turn on or off at a system level that controls if charts are displayed on views of not.

    There are two privilege, system chart and user chart, what if you just remove the privileges? But, remember it will also reflect to the Dahsboard charts.
