xRM solution: Contacts entity for managing municipal citizens / patients data

In xRM environment where the basic idea is to manage municipal citizens / patients would you recommend to use the (out of the box) Contacts-entity for managing this data? Or would you create a custom entity for it?

There is no need to have any connection from Contacts to Accounts entity because the Accounts entity will be used for managing municipal companies who delivers services for the municipality. If the contacts entity will be used for managing municipal citizens should there be some actions for removing relationships between Accounts and Contacts?

    Hi, I have designed quite few xRMs for local authorities and other government orgs where the Contacts were the citizens and it was perfect fit. (Used  the Account as "Household")  I suppose, think of "Contacts" as Individuals, whatever you call them People, Citizens, Clients, Customers, Patients they represent: "individuals",  I wouldn't go for custom entity for this. What about the service supplier companies - wouldn't they have any Individuals related?

    Here is another idea:

    How about using Accounts entity for both citizens and service supplier companies and Contacts entity only for individuals for the service supplier companies?

    The relationship within a household could be managed with Connection Roles (Family: father, sister, cousin) in Accounts entity.
