Various AX versions are built for a specific .Net target framework, and utilizing the API/SDK of the specific VS version. In case those integration points change between versions, AX needs to be prepared for that in form of a kernel update and in some cases application code change. Then Microsoft has to do multiple full regression test cycles to make sure everything works (and AX has a lot of areas to test), before it could be publicly released. Once that is done, they make the announcement on the MSDN blogs for compatibility.
They have even published an article about this long time ago:

When that happens, they update the AX System requirements guide documentation. Make sure you check the compatibility in there, it is clearly explained what is supported.
