Does anyone have experience to migrate dynamics instance including users from one region to another.
Is it doable? Is it complex? Can it be done by a System Administrator? Is Microsoft need to be involved?
Any guidance would be great!

Yes, this requires Microsoft's involvement,the migration process starts with a support ticket to Microsoft support .

Then all you need to do is prepare the necessary information according to the questions asked by the support engineer and wait.
