I am looking how to organize the development/debugging environment of the D 365 CRM 2016 plugins/web resources to be integrated within Visual Studio 2015/2017 interactively.
And also the same for older versions of MS CRM again in VS 2015 and 2017.

This is one way to debug.
But by MS CRM application development and maintenance processes very often is necessary to debug directly Web Resources scripts and it is very useful and convenient directly modify the source code(with some trace info e. g.) and update/publish it to some customized MS CRM instance while debugging it in VS.

You can try to attach to processes https://msdn.microsoft.com/en-us/library/gg328574.aspx for debugging plugins. You can inspect page (pres F12), set breakpoints when you want to inspect and reload the page for debugging web resources.
