Is it possible to link Fixed Assets with G/L Budget? If yes also possible to check PO for Fixed Assets against budget for approval purposes?

There is nothing standard that links fixed assets to the GL Budget and definitely nothing that checks the budget when doing a PO for the fixed asset.
