because of the new installation system of 8.X I don't know how to develop my custom web template like on adxstudio ?

If you have CRM OnPremise, then you can either host it on the CRM Server, but in a separate web site, or on a different server.
Microsoft does not permit you to deploy custom aspx pages in CRM Online, or in the self-service portals, so you'll need to host the pages somewhere else, for example in an Azure VM
