Maintaining Dynamics AX SA

Hi Team! I've got a customer who says their LSP is telling them their only way to maintain their on prem Dynamics SA (for Dynamics AX) is with an EA agreement - not a combo CSP/MPSA (since they don't hit minimums). Is this correct? Thank you!
