I believe I read that security roles can control what forms are available for users.
What would the steps be to be to have this done? Is development needed?

You can go to forms. Select form and then select enable security roles.

Yes, you can control visibility of the forms based on security role this what we call role based forms, you can setup form for security roles and also setup fallback form which will be available to user who is having security role is not used for any form.
High level Steps are:
1. Navigate to Settings -> Customization -> Customize the System -> Expand Entities Node -> Select your entity and select Forms.
2. Select form and click on Assign Security Roles link in the toolbar

For users who don't have security roles assigned to a form... Is that form just not visible or can they select it and receive an error message of some sort?
They won't be able to see form unless it is selected as fallback form
