write protection without business rules

Hello,

I would like to lock all fields on a form but one after deactivating the record. After avtivating the record, all fields except the one I have mentioned shall be locked/not editable for the user. I cannot use Business Rules because users will find a way to go around this simple write protection. Do you have an idea how to reach my goal? Could maybe field security roles be a solution?
