When do I need to buy production licenses?

So my plan for the initial Dynamics GP roll out is to build out the dev environment, configure and set up everything. Push the changes to the test environment for validation and then migrate to Prod.

Now I understand that I will need to purchase the licenses for the prod roll-out. But can I develop/test without it? I don't want to spend thousands of dollars upfront and then spend the next 6 months sitting on them, while dev/qa occurs.

What's the best approach here?

EDIT: this is for Dynamics GP 2013. Currently my MSDN subscription gives me a 90 day trial or the unlimited Fabrikam company.

    When you install Dynamics GP 2013 and don't input licence keys you get something like 90 days for, I think, four full users before it requires licence keys. I cant remember the exact number of days; last time I told someone the number I said 30 but it turned out to be a bit higher than that.

    You can create companies and configure the system as you desire in this time period.

    I believe that the test keys will not allow you to create a new company in GP. The Fabrikam company is 'special' in the sense that it has everything enabled/set up in it for testing and training purposes. In some ways this is good, as you can test something quickly. However, for what you're describing, testing setting up a new environment and preparing it for production rollout, you will most likely be significantly hampered by only having access to the Fabrikam company.

    I agree with Richard, work with a GP partner, purchase the GP 2013 Starter Pack license (this is the minimum possible for GP 2013 and already includes 3 Full users) and use that for development.

    The MSDN license is for ONE user.  The test environment should be licensed.  You can purchase one or two licenses to allow testing and then purchase the quantity you need for the roll-out.

    You should get a partner to assist in this.  Where are you located?  I am guessing you have significant skills but there are lots of options that should be set correctly.  Either contact a partner or/and visit our web site and purchase the applicable manuals on the components you want to use.
