- Go to Partner Center → Customer → Subscription
- Edit the subscription quantity
- Change from 25 → 21 licenses
- Confirm the change before renewal date
- This controls billing and committed license count
Admin Center actions (Customer responsibility)
- Ensure no more than 21 users are assigned licenses before reduction
- Remove licenses from excess users (4 users in this case)
- This avoids assignment conflicts after reduction
- If more users than licenses remain assigned reduction may fail or create inconsistencies
Dependency rule
- Always reduce assigned users first → then reduce subscription seats
- License quantity cannot be reduced below currently assigned licenses
Best practice sequence
- Step 1 Remove licenses from 4 users in Admin Center
- Step 2 Validate only 21 active assignments remain
- Step 3 Adjust subscription quantity in Partner Center
