Load balancing fails in D365 FinOps

Hello,
 
We have a Tier-2 D365 FinOps 10.0.41 Sandbox environment (Self-service) deployed with 3 AOS.
It is observed that sometimes one of the AOS gets too much of a load and system does not get load balanced across other AOS.
 
Is there a way to troubleshoot and find why system does not load balance across other AOS?

    What exact load are you talking about? Batch jobs or user interactions? Can you share a screenshot of your exact observation?
