I know individuals can set their own home page but is there a way as an Admin I can set a default one for everyone?

Not really....as far as i know you can set the default dashboard via system settings and then all new users added after this change will receive the new dashboard (Go to customization via your solution and set the default dashboard or system settings for landing page). A user can use their personal settings and overwrite this
Just to be clear, are you asking if Admin can set the default page for users the first time that they open CRM, then the user can change their own default?
Or are you asking if Admin can set a default page that all users will see every time they open CRM?
If an Admin can set a default page that all users will see every time they open CRM, unless they change it themselves in their personal settings...
