Location stocking limits with transfer orders

Hello, 
 
I am attempting to set up location stocking limits alongside a replenishment template strategy of maximum location capacity.
 
Has anyone seen this strategy work with transfer order demand, for some reason the work is not filling up to the maximum location capacity.

    Can you provide the setup you have done in your environment? Do you have any minimum, maximum, or multiple values set on the released product?
