How to disable the "Microsoft CRM Error Report" page in CRM when got errors

The Dynamics CRM has been configured with ADFS,

I disable an User domain\user_01 in CRM,

and I login CRM wiht this disabled user,

Then this "Microsoft CRM Error Report" page displayed

but the page that I expect like below:

how can i disable the "Microsoft CRM Error Report" page?

    Thanks a lot!

    I follow the link that you suggested to compare DEV environment, but it dont works for the DEV env.

    Then my colleagues find a link "softnovation.wordpress.com/.../", this one works!

    (

    Login to CRM server and open "web.config" and set developer errors to ‘On’ instead of off as shown below:

    from <add key=”DevError” value=”On”/> to <add key=”DevError” value=”Off”/>

    )

    Here are the all the reference LINKS:
