Timecard Entry - Employee Self Service

For new GP Timecard functionality in Employee Self Service:  When time is initially entered by an employee it lands in the work tables which are UPR10500 (header) and UPR10501 (detail) tables.  Once approved, it moves into GP into a batch, but also is supposed to move to the timecard history tables (UPR30500 and UPR30501). 

My question is this:  should there ever be the "same" transaction in both the work and history tables?  We are testing the timecard functionality, and for an employee (actually more than one employee), there are some records for the same Pay_Schedule+EMPLOYID+YEAR1+PERIODID in both sets of tables.  In the Work table the workflow status is 1 (not submitted) and in the History table the workflow status is 6 (completed).

We are trying to write some reports and views against this data to be used by the payroll team for data validation, checking on missing timecards, checking total hours by employee for both approved and unapproved time, etc., but are lacking confidence in our test data since we are seeing essentially duplicate information in both work and history tables (for a few employees).  It could however be damaged or bad data we are seeing due to testing and re-testing and working through processes.  If you can confirm that in fact there should NOT be a record for the same Pay_Schedule+EMPLOYID+YEAR1+PERIODID in BOTH sets of tables that would be great.

Then of course the next question would be... how can this happen, and how do we fix the data if this does happen.
