As per licensing guide we need to purchase the 100 login Per month $200 does it mean that I have 4 external users can so total 100 time they can login in the Powerapp portal my understanding is right?
Yes and you would still have 10 logins left. Based on the documentation, all logins within a span of 24 hours for a single user on a portal would be considered as one billable login.
"Think of a login as a “day pass” to a portal. Once logged in to a portal, subsequent logins (potentially from different devices) during the 24-hour period will not be billable."

100 login means total 100 times login right?
One user can login only 30 time in the month so another 2 users can login 30 + 30 and total will be 100 right?
