Hi ,
When I update a Package Reference of a model will it reflect across the Developers machine. while the code is checked in Vsts?
and the UAT and PROD environment?
for EG, XXXX is model name.
I Updated the XXXX model with Application suit and TAX package reference.

It's stored in the descriptor file and it'll apply to other DEV machines when developers gets the updated version of this file. Of course, you mustn't forget to check in the change.
UAT and PROD are different cases - there is no source code and compilation. You install already compiled binaries through deployable packages.
