Ok I copied the GP10 folder from an existing workstation and the error is now gone. Thanks for all the suggestions
Make a copy of the dynamics.set file. Open it with note pad and audit it in comparision to another working install. You'll need to edit out products if you have too many or add a missing product to the install.

Also make sure if you have installed any third party products that they are installed as well. This message means a dictionary is being called but is not being loaded.
The dictionary locations are specified in the dynamics.set file which should be in c:\program files\microsoft dynamics\gp.
Start by seeing where GP is looking for the .dic files and confirm that it's looking in the right place.
