You can use the arrows to move in the menu, but it is not droping down.
It has happened to several of our rdp servers, but not others.
Reinstall of office, crm, repair of .net and comparing Windows update levels has not given me any clue as to the difference between the working ones and the not working servers/clients.

So to summarise, this is a bug when CRM for Outlook 2015 is used in conjunction with MS Office 365 ProPlus (version 16.0.8067.2115).
The issue is that the Set Regarding dropdowns don’t work.
The workaround is to use the mouse wheel to scroll through the options, or use the keyboard to type the name of the entity you’re looking for.
The fix (for now) is to roll back to MS Office 365 version 16.0.7369.2130.
I'll post here if I find anything else worth adding.
I have the same issue when opening up say an opportunity that has dropdown menus on it, as previously commented this can be achieved by using the up and down arrows, but isnt very user friendly, any ideas if this is reported and a fix imminent, we use CRM 2011
I can confirm this behavior on version 16.0.8067.2115 (latest current channel update) for Office 365 Pro Plus (Aka Office 2016) using the Dynamics CRM 2015 for Outlook Plugin. We rolled our users back to 16.0.7369.2130 (latest deferred channel update) and everything is working fine.
As a side note, the only thing that's not working is the actual drop down menu. If you click into the field so that it's highlighted, you can still select the items by typing. The bug is that the menu doesn't drop down properly.
